I wonder what proportion of crofters attended meetings/ filled in response forms? I think these proposals will be too radical for most. Most crofters do see their croft as an asset and the automatic de-valuing of (often) their only asset - as the residency/working burden will surely do, will come as a shock.

I spoke to one old crofter the other day about the 'Local Boards' recommendation and his response was that it would lead to victimisation as old scores were settled. This may not be the reality, but is certainly the perception. He also queried who/how the 'active' assessment would be done. Would putting a couple of sheep on your in-bye still pass muster? The majority of crofts in my locality are not worked - are all these people to be dispossessed in favour of some bright spark with a 'plan'?
