A recurring theme was that amalgamation and subdivision had a purpose to serve, but should not be used indiscriminately.

Respondents felt that decisions on amalgamation, multiple croft holdings and subdivision of crofts should be made locally, according to local demands for crofts, and the local pattern of tenure.

Multiple holdings can only be justified if this is the crofter's only livelihood, also if the crofts are worked. Otherwise take the extra ones away and redistribute

There's quite a difference between having three or four small holdings (say a couple of acres or less) and having three or four larger holdings (say 10 acres or more).

We're fairly self-sufficient in meat, eggs and vegetables, and even produce a small surplus from six acres. I wouldn't like to try to achieve that from an acre or two, and can see some justification for a crofter having multiple small holdings in order to create one viable unit - within reason.

It's the same with amalgamations. There has to be a balance between viability, especially if crofts are to be worked in a meaningful way, and overconcentration of holdings in just one or two hands.
